Society opening and democratic political environment put new ethic requirements to government authoriries’ directors. Often they are in the situation of moral dilemma and have to make the most effective decisions taking into account different advantages and expectations of interested parties.

This difficult skill can be mastered by analyzing systemic negative corruption influence on welfare of all society members and by examining examples of effective anti-corruption drive and forming of health organization culture.

This course views some practical aspects of state body’s director in the moral uncertainty and interests conflicts situations. Documents regulating ethic side of leader’s activity are considered not as external irrational limits but as efficient tool of finding the most considered strategic decisions enhancing the level of society trust to state bodies and helping mutual understanding between interested parties.
