Ability of effective consolidation of human resources and infrastructure on achieving of strategic aims still represents very rare skill needed to be developed on purpose. There are different approaches and styles of ‘conductivity’, when one directs mass after himself. But the best feedback in organizational and social contexts of modernity provides leadership style based on taking society as opened system.


The biggest challenge for leader is successful switching of general strategic idea on the level of management and organizational processes. Through audience work with cases on highest level public employee practice this course forms the students’ skills of finding the right balance between the entire picture view and operational management.
