Being a leader concerning the application of institution building instruments of the European Commission Twinning and TAIEX, having a status of the permanent observer of Public Governance Committee of Organisation for Economic Co-operation and Development and status of the country-coordinator of the Working Group on Institutional Renewal and Good Governance of the Organization of Black Sea Economic Cooperation Ukraine initiates the establishment of the Regional Training Center with participation of countries of Central Europe, Central, Eastern and South Asia, as well as Caucasian countries.

• The Regional Training Centre will consist of two components: national and international. The national component will primarily be aimed at development of the senior civil service of Ukraine and will have two dimensions – central and territorial. Activities within the framework of the international component will focus on international cooperation in the area of public administration and civil service, training on the European integration and conducting of training programmes and events for civil servants in the partner countries.

• Goal: The Regional Training Centre is a venue for exchange of the best practices in the area of public administration and civil service between the West and the East, professional advancement of civil servants from the participant countries and strengthening of regional cooperation in the areas of budgeting, human resources management, policy making and coordination, regulatory management and reform, ethics, territorial development, performance management, strengthening government-citizen connections.
