On November 5, 2010 the Cabinet of Ministers of Ukraine approved the National Target Program of Preparation, Retraining and In-Service Trainings of the Specialists in the Field of European and Euro-Atlantic Integration on 2008 – 2011 (NTP).

Particular feature of the approaches toward preparation and realization of the Program are:

• Engaging of maximal number of groups of interests to its elaboration,
• Demonopolization of execution of the NTP – engaging to its execution as wide circles of educational institutions and nongovernmental organizations as possible,
• Competition for resources of the NTP,
• Flexibility and reactivity of the NTP,
• Specialization according to clearly defined target groups,
• Practical orientation and change of content of academic programs.

It is expected that implementation of the NTP provides the human potential development which is necessary for realization of the strategic course of Ukraine – European and Euro-Atlantic integration.

It is expected that till 2011 the number of specialists, who have undergone professional trainings in the framework of the NTP, will be not lower than 30 percent of the general number of civil servants and officials of local self-government (about 112 700 people).
