The School of Senior Civil Service is a unique education institution that applies groundbreaking approaches to the professional development of top managers working in the field of public administration.
Since the School is not a traditional educational institution and is under the Main Department of Civil Service of Ukraine, we offer neither theoretical courses nor academic learning. We value managers' time and see what they need, so we offer ways to improve practical skills and the capabilities necessary to tackle specific managerial problems.
The Management Development Program was one of the School’s first pilot projects. Today, it provides a series of short-term workshops designed to give managers incentive to develop their management skills.

Our participants
Since we opened our doors in October 2008, we have been making our contribution in the formation of highly professional and well-educated managerial leaders in Ukraine, that is, senior civil servants and top managers occupying posts in Categories I, II and III.
Ukraine needs a professional group of top public managers who are familiar with contemporary management approaches and are skilled enough to take the lead and manage change successfully.

The School of Senior Civil Service is not only a training center but also a professional “club” for leaders in the civil service, where you can debate social development and government policy issues.
Our trainers
The School of Senior Civil Service engages the best Ukrainian and international trainers, professional coaches and advisors from the private sector, and renowned members of the senior civil service from around the world to teach its courses.
Our trainers make use of contemporary interactive teaching methods: quizzes, pair and group discussion, case studies, moderation techniques, brainstorming, and coaching. Modern multimedia and computer technologies facilitate and contribute to the overall process.
Our partners
The School cooperates with leading education institutions specializing in public administration around the world: the Dutch Institute for Public Administration (ROI), the Danish School of Public Administration (DSPA), the Bavarian Administration School (BVS), and other European training institutions that have longstanding experience in cooperating with civil services. In developing our courses, the School’s experts use innovative and creative approaches that reflect best international practice.
